British Board of Film Classification reviews films before they come out. In order for a movie to actually be released, you need a BBFC certificate.
Usually, movies will be cut based on the BBFC rating.

Say you want your movies to be a 12A The BBFC will go through it and tell you which parts to cut that they don't deem suitable for that rating.
Usually, movies get about 5 to ten seconds cut.

A Serbian Film one of the darkest and most twisted movies ever got 4 minutes and 11 seconds cut to get an 18 rating.
Surely that has to be the highest, right?
